LTIMindtree has secured a ₹790 crore ($90 million) government contract to develop and implement PAN 2.0, a next-generation overhaul of India’s taxpayer registration system, Reuters reported, citing  an official tender document.

The project was awarded through a competitive bidding process run by the Central Board of Direct Taxes under the ministry of finance.

The contract was granted after LTIMindtree emerged as the lowest qualified bidder among four contenders, including Tata Consultancy Services Ltd, Infosys Ltd, and Wipro Ltd, The Economic Times reported, citing people familiar with the matter.

The new platform is expected to consolidate all PAN and TAN services, currently spread across multiple portals, into a single, unified digital interface.

The project aims to “enhance user experience, streamline taxpayer workflows, and modernize backend processes using AI and real-time authentication tools,” Reuters reported, citing a government official.

The implementation timeline is set at 18 months, and the upgraded platform will support paperless PAN issuance, Aadhaar linking, e-KYC, and multi-language access for over 780 million users.

LTIMindtree confirmed its selection via a stock exchange filing on Monday, saying it had been awarded the contract for developing and operating the new PAN system.

“We are privileged to be chosen for this mission-critical transformation. The project will be delivered using cloud-native architectures and cybersecurity frameworks that meet the highest standards,” the company said.

The finance ministry had first cleared the upgrade in November 2024, citing the need to modernize a taxpayer database that has expanded dramatically since PAN became mandatory for a growing range of financial activities.

As of July, the PAN system covers more than 780 million individuals and businesses, while over 7 million TANs are active in the database.

India’s previous tax infrastructure contracts such as the one awarded to Infosys for the new Income Tax portal have faced rollout delays and public criticism.

The government is keen to avoid similar disruption this time, with service continuity and phased transition plans forming a key part of the scope of work, The Indian Express reported, citing officials familiar with the PAN 2.0 tender.
