UK opens Global Talent visa to more research companies

More than 100 research-intensive companies can now employ or host eligible overseas researchers, extending a fast-track route beyond its traditional base in universities and research institutes

Britain has widened its Global Talent visa program to allow more than 100 research-intensive companies to employ or host overseas scientists and engineers working on qualifying funded projects, as the government tries to draw more international expertise into commercial research.

India is already one of the route’s largest source countries. Indian nationals received 733 Global Talent entry-clearance grants in the 12 months ended March 2026, including 453 for main applicants and 280 for dependents, according to an analysis of detailed Home Office data.

That placed India third behind China, with 842 grants, and the US, with 824. Indian nationals accounted for about 11% of the 6,598 Global Talent grants issued overseas during the period. The figures count visa grants rather than unique individuals and do not include people who switched to the route from inside the UK.

The change announced on Thursday, 6 August, applies to the UK Research and Innovation (UKRI) Endorsed Funder pathway, one of several routes into the Global Talent program. It does not remove the underlying requirements for applicants. Instead, it expands the pool of organizations allowed to employ or host researchers whose work is backed by an approved grant.

The pathway had been used mainly by universities, academic institutions and independent research bodies. Commercial research businesses can now use it more widely, giving them an alternative to recruiting scientists through the employer-sponsored Skilled Worker visa.

Approved host organizations include AstraZeneca, Arm, GlaxoSmithKline, IBM, Jaguar Land Rover and Fujifilm Biotechnologies. The list also contains quantum-computing companies such as Riverlane, Quantinuum, Oxford Quantum Circuits, Phasecraft, NuQuantum and Quantum Motion Technologies.

The range is broader than conventional laboratory research. The BBC, the British Film Institute, Ffilm Cymru Wales, advanced-manufacturing centers and several cultural organizations are also approved, reflecting the government’s decision to link the visa to the growth sectors set out in its industrial strategy.

Business Secretary Jonathan Reynolds said the expansion would make it easier for innovative companies to “recruit eligible researchers” to work on medicines, technologies and new industries in Britain.

Who can use the route

The wider company list does not make the pathway a general work visa for scientists, engineers or technology employees. An applicant must be working on a grant or award from a funder endorsed by UKRI. The organization employing or hosting the researcher must also appear on UKRI’s approved list.

The grant must be worth at least £30,000 and cover at least two years. The applicant must have at least one year remaining on the employment contract or hosting agreement and spend at least half of their working time on the funded project.

The researcher must either lead a distinct research or innovation project or contribute to the development of new technology or methodology. The host organization must provide a letter confirming, among other things, that the applicant is essential to the grant.

The distinction matters for Indian applicants. A software engineer, product manager or corporate researcher does not become eligible merely because an approved company offers a job. The position must be tied to qualifying funded research and meet the pathway’s other conditions.

Researchers in digital fields who do not meet those conditions may still be able to apply through the separate Global Talent route for leaders or potential leaders in digital technology, including AI, fintech and cybersecurity. That pathway uses different endorsement tests.

More room to change course

Once approved, a Global Talent visa gives its holder more freedom than the Skilled Worker route. The visa can be issued for as long as five years. Holders may work as employees, become self-employed, serve as company directors or change jobs without first notifying the Home Office. There is no minimum salary or English-language requirement at the visa stage.

Partners and children may accompany the main applicant if they qualify. Researchers endorsed through the academic and research routes can currently apply for permanent settlement after three years, subject to the other requirements. Time spent abroad carrying out research does not normally count against the residence period.

Fast-track endorsement for an eligible funded-research application usually takes about two weeks. An overseas visa decision is normally issued within three weeks after the application and supporting documents have been submitted.

That flexibility can be important when research moves toward commercialization. A scientist can leave the original organization, join another employer or establish a spinout without having to secure fresh Skilled Worker sponsorship.

The policy is therefore aimed at more than filling vacancies. Britain wants funded research to produce companies, investment and skilled jobs inside the country, particularly in industries where specialized talent is scarce.

The Association of the British Pharmaceutical Industry said opening the pathway to commercial research organizations addressed a gap in Britain’s immigration offer. It called the decision “a welcome first step that should be built on.”

A selective opening

The expansion comes as Britain restricts several higher-volume migration routes.

Overseas recruitment for care workers ended in July 2025, while the government raised the normal skill threshold for the Skilled Worker route to graduate level, subject to temporary exceptions for some occupations.

The Graduate visa will also be shortened from two years to 18 months for most non-doctoral applicants applying from 1 January 2027. The government is separately moving toward a system under which the standard qualifying period for permanent settlement would rise to 10 years, with possible reductions based on contribution and other criteria.

Global Talent sits on the other side of that policy divide. The government wants fewer lower-skilled entrants while preserving, and in some cases expanding, routes for researchers, entrepreneurs and people with expertise in strategically important industries.

The difference is visible in the numbers. Britain issued 110,725 entry-clearance visas to Skilled Worker and Health and Care Worker applicants and their dependents in the year ended March 2026, down 33% from a year earlier. Global Talent grants totaled 6,598.

The Global Talent change will therefore have little effect on overall migration. Its value to the government lies in who enters and what they work on.

A technical annex to Britain’s immigration white paper modeled a doubling of the Global Talent route as an illustrative scenario. Even after such an increase, the Home Office estimated that the broader package of measures for high-skilled routes might add only about 3,000 annual inflows, partly because some applicants would otherwise have entered on different visas.

Why India matters

The sectors covered by the expansion closely match the areas in which India and Britain have promised to deepen cooperation. Their India-UK Vision 2035 agreement calls for a research and innovation corridor linking universities, companies, startups, incubators and technology hubs.

It also proposes a joint AI center and cooperation in quantum computing, semiconductors, biotechnology, advanced telecommunications, cybersecurity, clean energy and space research.

A wider Global Talent pathway could provide a route for some of those collaborations to move people as well as ideas. An Indian researcher working on an eligible joint project could join an approved British company, while an Indian scientist already at a UK university could move into a corporate laboratory or establish a spinout.

India’s presence on the route predates the latest change. In the year ended September 2022, Indian nationals were the largest group receiving Global Talent visas as main applicants, accounting for 328 grants, or 13% of the total. They remained the third-largest nationality when main applicants and dependents were counted together in the year ended March 2026.

The opportunity is not entirely one-sided. Indian researchers may gain access to well-funded laboratories, specialized equipment and investors with experience commercializing science. Joint projects can also strengthen links with Indian universities and companies.

The immediate economic purpose, however, is British. The government is widening the route so UK companies can secure scarce skills, keep research projects in the country and turn more of that work into domestic businesses and jobs.

The price problem

Britain has made more companies eligible to use the pathway, but it has not reduced the cost.

A Global Talent application costs £766. An adult applying for a five-year visa must also pay an immigration health surcharge of £1,035 for each year, taking the upfront visa and health charges to £5,941 before travel, housing and relocation costs. Partners and children face separate charges.

A 2025 Royal Society study compared the UK with 17 other leading science nations and found that the Global Talent visa was the most expensive dedicated researcher visa in the group once the health surcharge was included. Even without the surcharge, its £766 applicant cost was higher than the average in the other countries studied.

The study estimated that a family of four taking five-year Global Talent visas would face £21,174 in upfront immigration charges. It acknowledged that visa systems are not directly comparable and that UK visas can offer longer stays and faster routes to settlement than some overseas alternatives.

Research organizations have raised a second problem: many applicants do not understand whether they qualify.

The Campaign for Science and Engineering said the route could be “ambiguous and confusing to navigate,” while high fees and the need for legal or administrative support placed added pressure on research institutes and prospective employees. Its findings were based on evidence from 15 research organizations.

Adding commercial companies to the approved-host list removes one barrier. It does not alter the grant rules, lower the charges or make it easier for applicants to judge their prospects before paying the non-refundable endorsement fee.

The government is also preparing to broaden the Future Technology Research and Innovation scheme, which allows companies working on critical technologies to host overseas researchers, interns and technical specialists for placements of up to two years.

That could eventually offer another route for early-career Indian researchers who do not meet the Global Talent criteria. The government has yet to publish the expanded scheme’s full eligibility rules or launch timetable.

For now, the change gives British companies access to a visa pathway that universities and research institutes have used for years. For Indian researchers, the opening is real, but eligibility begins with the grant and the project, not simply the employer or job title.
